ABSTRACT
This chapter sketches a seven-step method for the application of metagovernance, illustrated with the example of the ‘Environmental Implementation Review’ (EIR), a recent initiative of the European Commission. This method is only in a few but essential aspects different from the traditional approach to policy making and implementation: it takes into account the governance environment, the applicability of different governance styles and the use of metagovernance strategies. The method presented is a rough framework for practitioners, which should be developed further through application in practice and academic reflection. The chapter concludes that metagovernance as method should become part of training programmes of public sector organizations, and that governments should consider establishing a metagovernance ‘cockpit’ at high-level, where expertise exists to support effective governance.
