ABSTRACT

In Sweden a typical county council is a large organization with tens of thousands of employees. Its main activity is to provide all kinds of health care for the county’s inhabitants. In 1983, the Bohus county council presented a detailed description of its operating philosophy. Politicians in a more central position found it easier to distinguish between their roles. The restructuring of geriatric care, psychiatry and care of the mentally disabled was seen to be associated with Active County Council (ACC) to different extents by different respondents. The ACC idea mainly affected the leaders, but it also mainly affected the employees. ACC was intended to work via the management, and management training was an important component.
