ABSTRACT
It was stated in Chapter 2 (page 27) that some objectives are not easy to achieve and often require the concerted efforts of a whole staff over a long period of time. This often applies to affective and high level cognitive objectives. Newly qualified teachers have not had the oppor tunity to acquire the considerable professional expertise which is necessary to help pupils progress towards such objectives.
