One activity that does take up a significant volume of police time and which is not related to crime is traffic. What about that other popular indicator of police performance, the crime rate? First, each crime counts as one—it does not matter whether it is the foulest murder or a youth pinching a chocolate bar, a £10 burglary or a £10m one, it still counts as one crime. Beneficiaries’ performance indicator for the police, it was true that the police spend only 15 per cent of their time on crime then they would have plainly completely lost their way and should be fundamentally re-formed; police are clearly supposed to be a crime-related organization, not an everything-on-earth organization. Turning to the application of the purpose sequence, we identified the intended beneficiaries of most of the selected organizations fairly swiftly, although we did have some difficulty with prisons, the Howard League and the royal institute of british architects.
