ABSTRACT

The education service ranges from nursery to higher education and includes small nursery schools, youth clubs and large polytechnics. Encompassed within the area of a single authority may be problems deriving from rural and urban, new estate or decaying housing, or advantaged and disadvantaged communities. The Policy Advisory Committee then spent a week studying the proposals for all Programme Areas in detail, together with the appropriate Committee Chairman and with the appropriate Chief Officers. The package which was finally approved in fact comprised the medium programme for the Education and Community Health and Well-Being programmes and the low programme for other areas but with some small variations. A slow decline in the primary school population which was forecast in the post 1975 period seemed to provide the opportunity to envisage a balancing expansion in nursery provision by the utilisation of the accommodation, staffing and financial resources released from the declining primary sector.
