In the Western Electric Company in the late 1920’s it was found that output was declining and human relations were deteriorating. Higher wages did not solve the problem and investigators were called in from Harvard University. Various control groups were selected and subjected to changes in working conditions such as better lighting, better ventilation and more rest breaks. If a manager is going to control others, the first person he must learn to control is himself, not only in the sense of governing his passions and emotions but also in the sense of directing his activities effectively towards the objectives he has set himself. An interesting experiment in management was carried out some years ago by the Glacier Metal Company, where production was being seriously affected by constant labour disputes. A number of experiments have been made in labour participation in management, with varying success, since the first world war.
