ABSTRACT

In today’s world, competition among enterprises and comprehensive national capabilities are intensively reflected in the competition of technological innovation capability. Western developed countries have always attached importance to encouraging and supporting technological innovation through the development of strategic planning. Innovative development strategic planning through the top-level national design, with a clear national construction of innovative strategic objectives, key tasks, implementation steps, and security measures, helps to improve the efficiency of a national innovation system. This chapter discusses the ideological source for the US government in supporting technological development and explains the foundation for US modern science and technology policy. The Omnibus Foreign Trade and Competitiveness Act of 1988 is an important measure to strengthen technology transfer and enhance the competitiveness of enterprises. In order to better support enterprise innovation, Britain also actively promoted the cooperation among universities, research institutes, and enterprises, and launched and sponsored a number of cooperation projects.
