ABSTRACT

Professor Stuart, with a sturdy persistency for which we heartily thank him, endeavoured just before the House of Commons adjourned to extract from Sir John Gorst, who represents the Government of India in the House of Commons, some statement of what has been done in consequence of the passing of the resolution for Repeal in India. This is the sum of Gorst’s replies as they were reported in The Times on August 3rd, 4th, and 10th. (1) Such directions have been given to the Government of India as will prevent the revival of the regimental system, which has already been wholly abolished. (2) The Cantonment regulations hitherto in force are to be so revised as to put a stop to the objectionable incidents in their administration. (3) The Bill of the Government of India dealing with the subject has not yet been received by the Secretary of State, and he hoped that before the Bill arrived, the “Indian Budget” would have been discussed and the House would have adjourned. (4) Till the Bill arrives he will make no further communication with the Government of India on the subject. (5) Through an oversight no steps had been taken to apprise the Government of India of the erroneous method in which Dr. Barclay and others had taken the averages in connection with the Lock Hospital reports.
