ABSTRACT

Poor people suffer disproportionately from insecurity. They are often the worst affected by direct forms of violence, including violent crime, sexual violence and violations by local police and security personnel. Development agencies are getting into security. Much of the impetus for this came from Clare Short, the former UK development minister, as she attempted to rebuild Sierra Leone after the disastrous civil war there. Companies have a duty of care to keep their employees safe and secure, and this is as true in emerging markets as it is in the UK. The case study written for us by a former brigadier in the British Army who now advises an international oil company, captures the discipline, sense of purpose and clarity of thinking that a military-style campaign plan can bring to the problem of security for a company. Companies can contribute to effectiveness by providing mentoring, infrastructure and advice to security agencies.
