ABSTRACT
Dilemma: Multinational corporations in conflict regions are compelled to take over public tasks: infrastructure, health-care, education, and sometimes even tax collection. This undermines the already weak position of the government. At the same time, a responsible corporation cannot close its eyes to the social problems in its region of operations.
