ABSTRACT

The chapter proceeds in the following way: first, the importance of VAs in the modern regulatory mix and scoping of the expectations for VAs are discussed. This section draws on the Ayres and Braithwaite (1992) responsive regulation model and its extensions. Second, the chapter presents an effectiveness analysis guideline that builds on the work of Allars, the Canadian government, UNEP (United Nations Environment Programme) and the OECD (Organisation for Economic Co-operation and Development). Third, additional pragmatic considerations are introduced into the model in the context of the example of greenhouse gas (GHG) emissions reductions. Finally, recommendations are made on the potential use of this framework.
