ABSTRACT

This chapter focuses on the work of members of the sustainable technology development (STD) project on transportation and sustainable mobility and draws particularly on the work of Philip Vergragt and Diane van Noort. By exploring the interrelationships between the transport and energy sectors, it was possible to pinpoint mobile hydrogen fuel cells as breakthrough technologies with economy-wide spin-off potential. The project was also able to support a constituency of stakeholders in defining an associated research and development agenda and in identifying a strategic niche within which to develop designs for a mobile hydrogen fuel cell-powered vehicle and probe implementation issues. The STD transport project evaluated potential alternative fuel and vehicle-propulsion technologies and drew out the implications for the Netherlands of contributing to the development of a hydrogen-based transport system using hydrogen-rich fuels and hydrogen fuel cells, which are among the most promising technological options. The concept of strategic niche management is well established.
