ABSTRACT
The United Arab Emirates (UAE), a federal state established on 2 December 1971, consists
of seven emirates. Each emirate enjoys broad independent political, judicial, financial and
economic powers. The UAE constitution provides for the highest authority in the country to
be the Supreme Council of Rulers of the seven emirates.
