ABSTRACT

This chapter discusses the key considerations in the construction and bringing to life of new sites, housing and community facilities, including how to sensitively manage the moves of affected households, and measures to ensure the success of resettlement communities post-move. In undertaking physical resettlement construction and moves the following steps or components need to be addressed: The land access and resettlement process does not end with the signing of agreements. The issue of physical resettlement therefore requires a well-planned sign-off, construction and moves process that ensures as easy a transition to new sites as possible, to allow timely development of the project. Once all detailed engineering and designs are agreed through the negotiation process, the project needs to develop tender documentation and a construction management plan to allow for timely, effective and safe implementation of the resettlement site and housing. For many projects, resettlement construction offers the first opportunity for employment of significant numbers of unskilled and skilled local labour.
