ABSTRACT

Monitoring and evaluation (M&E) activities should be 'integrated into the overall project management process, and the resettlement action plan or other management plan must provide a coherent monitoring plan that identifies the organisational responsibilities, methodology, and the schedule for monitoring and reporting'. The schedule for the independent evaluation of project implementation should be agreed with all external stakeholders. The timing of this close-out audit should be broadly established at the outset of project implementation, and will have regard to the duration of any livelihood restoration programme. Evaluation should follow the same format and indicators as identified in the social M&E framework, and may be supported by extensive surveys to measure progress effectively against the baseline. As part of a comprehensive and integrated approach, a project should prepare an overarching social M&E framework, which can include an agreed list of indicators and the frequency of monitoring for each component.
