Collective governance should therefore only be a mechanism for strengthening governments. Collective governance efforts should only come into play if there is an actual government failure, such as the inability to pass or enforce a policy, a regulation or legislation. Anger, perhaps drawing on investigative reporting and campaigning, leads to a movement which leads to a need for resolution. Perpetual conflict is the fuel that keeps the wheels of collective governance moving. If the government is seeking to address the conflicts of interest, it can start by designing a code of conduct and/or providing more information, to create an accountability mechanism that addresses the governance gap. As the reliance on the extractive sector increased, so the reliance on other forms of taxation fell to the extent that the government found that it was barely worthwhile collecting taxes from people or businesses.
