Toynbee had completed his "Memorandum on British Commitments to King Hussein," which appeared in print at the end of October. As his references show, Toynbee relied heavily on the "Summary of Historical Documents from the outbreak of the War … 1914, to the outbreak of the Revolt of the Sherif of Mecca in June, 1916," dated 29 November 1916. Hogarth, in a note dated 3 May 1916, elucidated: The Sherif … has dropped all decisions of geographical limits since the beginning of the year, and has promised Arab action without making agreement about his claims in any way a condition preliminary. Toynbee marshaled an array of arguments to prove "The Untenability of the Anglo-French Agreements of 1916" and denounced Cambon's insistence on the validity of the Agreement, which in any case was incompatible with the joint Anglo-French Declaration of 8 November 1918.
