ABSTRACT
The expression of the covenant idea through federal arrangements and institutions offers one possible resource for dealing with the problems within the framework of the paradigm shift, utilizing one or another of the models for the application of federal principles. The modern translation of the covenant idea into practical political terms was accomplished through the medium of federalism. The good world order will be based on federal liberty and embrace only covenantal diversity. Whole networks of regional agencies and organizations were developed, as well as various high-sounding bodies embracing Europe or at least Western Europe. Federal accommodation of cultural cleavages has taken two forms: either the structuring of polities to cut across those cleavages and thereby dilute them or structuring unions of polities to give each culture group a primary means of expression through one of more of its constituent polities.
