ABSTRACT

This chapter presents a brief overview of current issues in Canadian federalism and considers the role of formal evaluation in the context of Canadian federalism and Canada’s parliamentary system. Two cases in intergovernmental evaluation are given to highlight issues in the imple­ mentation and use of program evaluation in this context. The first is an evaluation of an Employment Opportunities Program initiated by the Ontario Ministry of Community and Social Services. The second is the evaluation of the Ontario Legal Aid Plan initiated jointly by the federal Department of Justice and the Ontario Ministry of the Attorney General.
