ABSTRACT

The chapters in this book have documented the huge, overwhelming variety of governmental levels and the heterogeneity of the administra­ tive and political context in more than seven different countries and re­ gions. Some of these variations and heterogeneities are described in the first section of this chapter. The second section poses the question of whether IGEs have any particular problems and challenges that distin­ guish them from single level evaluations. The third section addresses the special challenges in relation to the use of IGEs. And in the fourth sec­ tion we seek to summarize the lessons learned.
