ABSTRACT
Here and in the two chapters which follow I set out internal conP cerns-including views of external threats-which can be discerned today and will persist, however modified, into the future. The instituP tions introduced here will persist; future civil society will be rooted in the civil society of today; and issues with which future polities will grapple will be seen as consequences, in part, of their situations today.
