ABSTRACT
In chapter 7 we located the institutions and political parties which strive to determine national nuclear policy. If a nuclear weapons program has “momentum” it can be found among the men and women in these groups and the populace which supports them. Their continued commitment to nuclear weapons is a political fact which advocates of disengagement and abolition must confront.
