According to the New York State Office of Children's and Family Services, maximum foster care subsidies range from $17.48 to $23.84 per day, depending on the age of the child. Foster carers usually receive all children on the basic rate, and must file a form containing documents with evidence why the child's rate should be higher. Factors include that the child is a juvenile delinquent (JD)/person in need of supervision (PINS), or a mental health diagnosis, or the child is on certain psychiatric drugs to be administered by the foster carer. The foster carers have to find some way for the child to be cared for during school hours. Foster care cannot be considered as the only paying job for a family. According to the United States Department of Agriculture in 2012 the average American family spend $241,080 to raise a child from birth to age eighteen.
