ABSTRACT

All children in foster care have suffered traumas as a result of some form of violence. Trauma results in multiple behavioral problems. Department of Social Services (DSS) caseworkers are committed to keeping siblings together. In addition to trying to keep siblings together, DSS try also to place children in a home where they can remain in the same school. Children come into foster care for a variety of different reasons. In New York the categories are neglect; physical, emotional and/or sexual abuse; juvenile delinquent (JD); and person in need of supervision (PINS). PINS is used to describe a young person with a pattern of behavior who comes to attention of the juvenile justice system, referred by parents, school, or the police. The children often arrive with little or no clothing. Foster carers do receive an initial clothing allowance to purchase new clothes if necessary.
