ABSTRACT

Who are the new civilian militarists? They are men who make military policy without being officially connected to any branch of army, navy or air force service. The policy recommendations and observations of the new civilian militarists have created a stir in government political circles, military agencies, civilian defense organizations and academic institutions. Even a casual sampling of the reviews of this new literature on arms control reveals the sharpest cleavage of opinion. It was in the despairing aftermath of the Sputnik launchings that most of this new thinking about our arms control was undertaken. For the United States to base its policy considerations on Soviet war-making potential, and for the Soviets to base its policies on United States moral fiber is neither good military science nor common sense. Yet game theoretical formulations, being predominantly cast in terms of zero-sum games ignore the existence of common interests.
