Three years after the passage of the 1885 Housing Act the Metropohtan Board of Works was replaced by the LCC. The housing issue played very little part in the municipal reform movement which led to the creation of the LCC, and the new government of London for the most part simply took over existing powers from the old. Unlike the Metropolitan Board of Works, the L C C could appoint a medical officer of health, but the most significant change was that the new body was elected directly by the ratepayers. While this made the L C C more responsive to demands for social reform, it also made it cautious of expensive schemes which might antagonize the rates-conscious elec­ torate.
