ABSTRACT

The simplistic operational code of capitalism defers to consumer sovereignty in classically competitive markets to determine the level, character, and distribution of real income. The simplistic operational code of Marxian socialism defers to the central planner's sovereignty of the dictatorship of the proletariat to determine economic decisions. The operational code of Marxian communism awaits definitive formulation. The simplistic operational code of fascism defers to the manipulative control of coercively sustained political elite. The needed operational mechanisms provides for the generation of and access to information about how well existing institutional structures are providing for effective performance of economic functions. The chapter examines registry mechanisms for making economic choices; mechanisms which introduce a measure of coherence and coordination in economic operations; and mechanisms which help to hold decision makers to account for their judgments. Operational mechanisms for holding decision makers to account on the job need little elaboration.
