It is important to the wise exercise of newly conferred powers that they be subject to adequate controls, both internal and external. A discussion follows of some of the most widely utilized methods of control that have a bearing on sublocal governments and associations, whose basic prem ise is that the franchise, in sublocal as well as larger contexts, is a right protective of all rights.
