ABSTRACT

Public sector action in the sphere of educational financing would be one way of coping with the difficulties. Although public financing and public operation frequently accompany one another, there is no necessary reason for them to do so, since it would be perfectly feasible for the public sector to pay pupils' fees at privately owned and operated schools. For the younger age groups where the specification of a period of compulsory education is now a world-wide objective, the normal financial concomitant is the abolition of all direct payments by the students themselves. A separate area of interest is the manner in which any given pattern of public or private financing affects activities within a particular area of education. The form of financial aid which would be expected in cases where the community interest in education is non-economic in nature would depend both on the type of education and on the nature of the objective sought.
