ABSTRACT

In historical perspective, communist internationalism represents one more failure by man to form a political association that would transcend national boundaries. The Soviet Union and international communism have served as the incarnation of evil for Americans. For the Soviet Union, the split with the Chinese has been doubly inhibitory. On the one side, its attempted detente with the United States has yielded little tangible return, either in terms of a European settlement, or in the reduction of armaments which would release resources for internal development. On the other side, the split with the Chinese has weakened its authority in the international communist movement and its hold over such communist states as North Korea and North Vietnam or non-ruling communist parties as the Indonesian, whose policy interests seemed to coincide with the Chinese. The United States has profited automatically from the split in the international communist movement and the falling out of the major communist powers.
