ABSTRACT
The State Rights philosophy of the Constitution was not, as its enemies have alleged, a mere theoretical rationalization in defence of peculiar interests. It was, rather, a living heritage of great power—absolutely central to American Constitutional history and the fundamental issue in the most bloody war in which Americans have yet engaged.
