ABSTRACT
In the course of a life spent largely in the practice of law and administration I have become aware that the governors which control the courses of men and societies are not imposed or given or chosen but are evolved by a process which deserves more thought than it has yet received. This process, though elusive, is familiar and ubiquitous. Here are a few examples.
