ABSTRACT

Three men, each of whom has been or is a hemispheric chief of state, captured enough international attention during 1998. In 1973 General Augusto Pinochet Ugarte, at the request of the Chilean legislature, prevented Salvador Allende Gossens from transforming Chile into a Soviet satrapy, a fact to which USSR International Department chief, Boris Ponomarev, and his boss, Leonid Brezhnev, effectively attested at the time. But Pinochet did more than this, for, with the help of the free-market economist, Arnold C. Harberger, and others, he transformed the economic destruction bequeathed by Allende into the economic miracle of the hemisphere. When a president elected by a third of the population was removed, and especially if his government had incited the creation of armed militias, it is inevitable that a state of "civil war" is created. LANS is seemingly the only organization which has covered the three "bases" for this anti-Colombian Armed Forces (FAC) allegation as they occurred.
