ABSTRACT

In 1988, Kruckeberg and Starck argued in their book, Public Relations and Community: A Reconstructed Theory, that public relations is best defined and practiced as the active attem pt to restore and maintain a sense of community. They noted: “Only with this goal as a prim ary objective can public relations become a full partner in the information and comm unication milieu that forms the lifeblood of U.S. society and, to a growing extent, the world” (p. xi).
