ABSTRACT

At 2:00 P.M. on February 2, 1996, a 14-year-old named Barry Loukaitis walked into Frontier Junior High School in Moses Lake, Washington, and ignited a renewed national concern with the problem of youth violence. That school shooting was only the first of a string of school shootings, lasting until the time of this writing, that engulfed the American consciousness and convinced most Americans that youth violence was a serious problem that was only becoming more serious.
