Employers were satisfied with the profitability of the decentralized drive system. Since immigrant labor was abundant, they were indifferent to improving employment methods. And, since they tended to view the worker as dumb, docile, or unreliable, they believed that any attempt to win his cooperation by improving employment conditions would be futile: “Labor will simply take advantage of liberal treatment.”1
