ABSTRACT
Congress has not been blind to the “education” agenda of corporate America. In fact, it has embraced it. Its support culminated in No Child Left Behind (NCLB, 2001). But the groundwork that set the stage for NCLB had been carefully cultivated in the preceding years. The measures needed to subsequently enforce its provisions are part of the ongoing program of political support.
