ABSTRACT
Individual factors in interaction with situational factors as well as family influence shape bilingual students, making each one a very different learner. For most of this century schools have failed these bilingual students. The research on effective bilingual programs demonstrates that there are specific things that schools can do to provide the kind of education that will give most students, regardless of personal or situational factors, a chance to succeed.
