ABSTRACT
In the United States we typically view three segments of our population, the youth, elderly, and special needs citizens, as those most vulnerable and most in need of protection. For these three groups, efforts have been made to create and maintain various programs to provide services to respond to their needs. Of these three populations, the youth provide special challenges for the criminal justice system.
