ABSTRACT
Legitimacy problems can occur in several dierent ways, all of which can undermine police eectiveness and community support.
Legitimacy will be immediately challenged by some in the community when the police ›rst deploy to hot zones. is challenge will likely be echoed in local media. e police need to anticipate this, and they need to react to it. is challenge is anticipated through the organization of eective community organizations modeled after Weed and Seed, as discussed in the ›rst lines of operation (LOO). is organization can contribute to the police by providing a sensibility of community expectations, a recognition of sensitive policecommunity issues, and a buer against charges that the police do not “represent” the community.
