ABSTRACT

What is the goal of con³ict? Certainly it is not sustained con³ict. Equally certainly, what we would want to avoid is the intergenerational transmission of con³ict, where people grow up thinking the other side is evil. e goals of con³ict would reasonably seem to be ›rst, to end the con³ict, second, to thwart future con³ict, and third, to maintain a sustainable peace. Planning would seem to be a prerequisite, followed by strategically addressing hostilities while adapting to changing circumstances. In order to achieve that sustainable peace, con³ict must be addressed, and it must be addressed especially where it is most concentrated and where its damage is the greatest. As such, it seems sensible to locate your forces where the con³ict is and where it is most intense, not where it is weak or nonexistent. It also seems sensible to carry out actions in a way that directly focuses on the most dangerous elements of the con³ict. In other words, we would want to use our strengths-our manpower, our resources, and our intelligence-to address the con³ict in a logically and geographically direct way.
