ABSTRACT
Local authorities have a duty to provide accommodation for children in need in circumstances specified in s 20 of the Children Act 1989 (the ‘Children Act’) and may otherwise provide accommodation to safeguard or promote the welfare of a child. Secure accommodation is defined in s 25(1) of the Children Act as ‘accommodation provided for the purpose of restricting liberty’.
