These powers are: (a) to remove a child to a safe place and keep him there, s 46(1)(a); (b) to prevent a child’s removal from a safe place, s 46(1)(b); (c) no power to enter premises without a warrant unless s 17 Police and

Criminal Evidence Act 1984 satisfied (s 17 includes saving life and limb, prevention of serious damage to property, or arrests);

(d) police must safeguard and promote the child’s welfare, s 46(9)(b).
