ABSTRACT

Although the modern concept of democracy has a distinctive cultural element, its roots lie in the West’s established systems of social pluralism and social justice; a shared understanding of the role of civil society and a common belief in the rule of law, along with centuries of experience of working effectively with elected representative bodies. Mr Msekwa in his stimulating paper explored the question of whether multi-party democracy was the only model for democracy in jurisdictions lacking such a long history of shared systems and understanding.
