ABSTRACT

In Chapter 1, the terms ‘state’ and ‘society’ were introduced. There is probably general agreement that both have an influence on individuals. It is true to say that individuals are born into a society and they learn the laws of that society. But where do those laws come from? It is the state that has made the laws. So, what came first, society or the state? This is equivalent to trying to find an answer to the chicken/egg conundrum, and it is impossible to give an answer. However, the question as to whether it is society or the state that has the greatest influence on the general values held by the majority of people has to be the starting point in the study of Citizenship.
