If Shakespeare had been a student of citizenship, he might have written the following:
…for those who have knowledge or information are often faced with a dilemma. Should other citizens be informed or not informed? If the answer to the question is that they should be informed, are citizens to be informed about everything? At what point does information change from being a source of knowledge to a weapon that could have disastrous consequences if misused? As James Hacker, the fictitious government minister portrayed in the BBC’s Yes Minister television series, ‘Either they [the civil service] give you so little information that you don’t know the facts, or so much information that you can’t find them.’
