ABSTRACT

The issue of open government is a crucial issue for any citizen living in any state. For a state to be able to justify itself as a democratic state, a citizen needs to have the right to access information. This could be the information that is recorded within a citizen’s personal files. This is important because, without that information, how can a citizen know what is actually recorded in a file or, indeed, the accuracy of what is recorded, if access to that file is denied? Equally, if a citizen wants to monitor some element of the government’s performance, if that citizen is denied access to information, how can any evaluation of performance take place?
