ABSTRACT

The NOCN framework has a focus on both inputs (facilitating the acquisition of knowledge and skills) and outputs (assessment that skills and knowledge have been acquired) and these are linked within the programme. By contrast, NVQs are about outputs only, and specifically in the context of performance within the work situation of a mediator. The focus in NVQs is exclusively on assessment of evidence of competence (detailed guidance on evidence requirements is given). In this context, competence implies that the mediator has a thorough understanding of the theory and knowledge underpinning mediation, possesses the skills required to mediate, and is able to operate as a skilled mediator. How that knowledge and skill has been gained is of no concern, and there is no formal link with any particular training programme. NVQs are therefore concerned with the assessment and accreditation of mediators rather than with the quality of training input.
