ABSTRACT
One of the most important aspects of state succession in the effect of changes in sovereignty upon treaty obligations. In the modern world many technical matters are governed by treaty and any change of sovereignty is a matter of concern. In general there has been an attempt to differentiate between those treaties that concern rights over territory and other treaty obligations. The latter class would include multilateral law making treaties, bilateral treaties, and human rights treaties together with a wide category of political agreements.
