Where the comma is used the sentence would read, Words authorising the appointment of a public officer to hold office during pleasure include the power of (a) terminating his appointment or removing or suspending him, (b) re-appointing or re-instating him, and (c) appointing another in his stead or to act in his stead, in the discretion of the authority in whom the power of appointment is vested. Which is the better of the two? It is submitted that the use of the comma in

the second example is more appropriate. The sentence does not call for that break for which a semi-colon is more appropriate. The division of the sentence

is made to facilitate the construction and the reading of the sentence. The paragraphs are not of a tabular character.
